I think they like you but are for whatever reason delaying or hesitant about hiring anyone at this time. Since they keep promising to send you the offer and then do not the problem is that they do not have their act together. Keep job searching full speed ahead until you accept a job offer. I would not waste any more time contacting that firm. If and when they are ready to hire you they will contact you. If you get hired elsewhere in the mean time then be thankful that you are not stuck with that Owner that does not have his act together and makes promises that are not kept. Part of my purpose in writing is to reinforce that you are a good candidate and should not get down on yourself just because of one incompetent Owner.
